ATT used to use G-PONs with gigabit fiber so ATT has a lot of stock of them. If the tech accidentally installed the G-PON that only does 2.5/1.25 instead of the XG-PON that supports 10/2.5 then that could explain the slow upload. It is possible that the tech installed the wrong PON module in their router, as there are some that support 10/2.5 or 10/10 and some models that only support 2.5/1.25. If using the official ATT router then I would have their tech come out and look at the equipment. There are a few threads at Ubiquiti forums with tests of different SFP modules and figuring out which one works reliably and which ones do not get past 1 - 1.3gb upload.
